It says:
New Map of the Russian Empire. Divided into Gubernatorial Regions (a special term for regions ruled by governor-generals under the czar).

Yep, it’s a “New Map of the Russian Empire, Divided Into Namestnichestva” (lit. “viceroyalties,” but corresponding to provinces and ruled by governors-general).
